He served as chair of the Republican State convention in 1930.
Elliott was elected as a Republican to the Sixty-fifth Congress to fill the vacancy caused by the death of United States Representative Daniel W. Comstock.
He was reelected to the Sixty-sixth and to the five succeeding Congresses.
He served as chair of the Committee on Expenditures in the Department of State, Committee on Elections No. 3, Committee on Public Buildings and Grounds.
He was an unsuccessful candidate for reelection to the Seventy-second Congress in 1930.
He served as assistant comptroller general of the United States,1931-1943.
He died on March 21, 1948, in Washington, D.C..
He was interred in Dale Cemetery, Connersville, Indiana.
