Rebecca Walker (politician) Rebecca Walker is an American politician and a Democratic member of the Delaware House of Representatives since January 11 , 2011 representing District 9.Department of Safety & Homeland Security in the Division of Forensic Science as the Chief Operating Officer .Education Walker earned her nursing degree from Delaware Technical Community College , her Master's degree in nursing from Wesley College , her JD from Widener University School of Law , and her PhD from the Medical University of South Carolina .Elections 2012 Walker was unopposed for the District 9 September 11 , 2012 Democratic Primary , and was unopposed for the November 6 , 2012 General election, winning with 7,565 votes. 2006 Walker initially ran for the District 9 seat to challenge Republican Representative Richard C. Cathcart, was unopposed for the September 12, 2006 Democratic Primary, but lost the November 7, 2006 General election . 2008 Setting up a rematch, Walker and Cathcart were unopposed for their September 9 , 2008 primaries , and Walker lost the November 4, 2008 General election; Cathcart retired at the end of this term, having served from 2001 until 2011. 2010 Walker won the September 17 , 2010 Democratic Primary with 970 votes, and won the November 2 , 2010 General election with
