Rafael Fernández Heres - educator and politician from Venezuela. He was born on July 11, 1933 in Tinaquillo and died on December 16, 2010 in Caracas. He graduated from the Central University of Venezuela. He was awarded the Grand Cross of the Order of Civil Merit.
