Qasim Sultan Al Banna has a distinguished career spanning more than 30 years, during which he held various positions in Dubai Municipality, United Arab Emirates. He started his career as Assistant Engineer, he was promoted to Assistant Director of the Technical Sector, and progressed successively to the posts of Deputy Director, Acting Director, and Director General of the Municipality. As a result of his strong leadership qualities, he has succeeded in transforming Dubai into a highly efficient city. UN-HABITAT has granted the honorary record of the program to Qasim Sultan in 1994. He was selected as the first Goodwill Ambassador of the United Nations Human Settlements Program in the Arab States In 1998. In addition, other international awards have honoured the high levels of performance in Dubai Municipality. The Municipality has received numerous awards from the Arab Towns Organisation in various fields including environmental protection, preservation of urban heritage represented in historical buildings, as well as the Organisation of Islamic Capitals and Cities, and the Australian award in waste management field, As well as the 1999 Leadership Award awarded to the Dubai Municipality in New York by the World Council for Community Welfare and the Cannes International Prize for Water and Cities granted by the Mediterranean Water Network and UNESCO in 2001. In addition to his duties as Director General of Dubai Municipality, Qasim Sultan has taken part in numerous activities including the development of policies, the implementation and management of government functions such as membership in the boards of several organisations and unions, as well as active participation in non-governmental activities such as cultural and sports activities such as the presidency of a sports and cultural club in Dubai.

He wrote weekly articles in Al Bayan Newspaper until 2009, currently he is writing articles from time to time on his website www.qasimsultan.com. He has written many books, including The Years of Construction and Transformation, Dubai from A small Village to A global City which was translated into English. He has also published books containing collections of articles he wrote throughout his career on some public and private experiences and his political views.
