James R. Mills

James R. Mills is a former California state senator, serving as president pro tempore from 1970 to 1980. He left the state senate in 1980.
He authored legislation creating the San Diego trolley.
He was chairman of the Metropolitan Transit Development Board from 1985 to 1994.
The San Diego Metropolitan Transit System headquarters building is named after him.
